HSVP Water Bill Management
The Urban Estates Department (U.E.D.), established in 1962, was in charge of the planned development of urban areas before the creation of the current authority. It was overseen by the Punjab Urban Estates Development and Regulations Act, of 1964, and operated under the Town & Country Planning Department. Different facets of development were managed by a number of departments, including the Electricity Board, Public Health, and PWD (B&R). However, this disjointed strategy resulted in a lack of coordination, which slowed the development of urban estates and infuriated the public and plotholders.
The department also faced financial challenges, as it had to adhere to strict regulations, causing delays in funding approvals and project execution. Despite the presence of financial institutions that supported urban development, it could not access these resources. As a result, planned urban growth was not meeting expectations. To address these issues, it was decided that the department should be transformed into an independent body capable of managing all development activities efficiently.
This transition aimed to ensure faster and more organized urban development. The new structure allowed better coordination, quicker decision-making, and direct access to financial resources. This shift also facilitated better planning for residential, industrial, recreational, and commercial projects. Additionally, it enabled the provision of developed land for housing projects aimed at economically weaker sections.

They accelerate urban expansion by simplifying procedures and lowering reliance on several entities. Their work helps build well-planned neighborhoods containing commercial, residential, and recreational areas.
