The Ex-Servicemen Contributory Health Scheme (ECHS) was introduced to address the healthcare needs of retired Armed Forces personnel and their families. Prior to its establishment in 2003, veterans had limited access to medical facilities, with coverage primarily for specific high-cost surgeries or treatments under the Army Group Insurance (Medical Branch Scheme) and Armed Forces Group Insurance Scheme.

The ECHS was officially launched in 2003 with the aim of providing quality healthcare to ex-servicemen, pensioners, and their dependents. This scheme not only ensures treatment within Armed Forces hospitals but also extends to civil and private hospitals that are empanelled with the scheme.

It operates within the existing infrastructure of the Armed Forces to minimize administrative costs. This includes using medical facilities, procurement organizations, and defense land for medical purposes. To maintain accessibility during emergencies or in non-military areas, the scheme has expanded by establishing new polyclinics, enhancing existing clinics, and empaneling civilian healthcare providers.
